Electrical compliance upgrade in Luxembourg: a safe, compliant and documented installation

Old installation, property purchase, insurance claim, extension, inspection requested by a control body or insurer: All.Electro inspects, quotes line by line and brings your installation up to standard — with a written report at the end.

We answer the phone in under 2 minutes, day and night.

An electrical installation ages silently: screw-in fuses, no 30 mA RCD, unearthed sockets, cloth-insulated cables, a consumer unit saturated by thirty years of additions. As long as everything works, nobody touches it — until an appliance blows, the insurer asks questions after a claim, or a control body refuses to sign off an extension.

In Luxembourg the reference is twofold: the technical connection requirements of the grid operator Creos (TAB) and the HD 60364 series of low-voltage installation standards adopted nationally. In practice, a compliance upgrade almost always comes down to the same points: residual-current protection, earthing and equipotential bonding, circuit sizing, the consumer unit and its labelling. We check them one by one, and we only replace what has to be replaced.

When a compliance upgrade is needed

The situations that most often bring us to a client:

  • Buying or selling an older property: an inspection before signing prices what needs doing.
  • After a claim — water damage, surge, small fire — and at the insurer’s request.
  • Extension or renovation: kitchen, bathroom, attic conversion, annex.
  • A new heavy load: EV charger, heat pump, air conditioning.
  • A request from a control body, a building manager or an employer for business premises.
  • Letting a property: occupant safety and landlord liability.
  • A consumer unit without RCDs, screw fuses, unearthed sockets: the tell-tale signs.

What we check, point by point

The inspection follows a fixed list, the same for everyone, with measurements — not a mere visual check:

  • 30 mA residual-current protection on each group of circuits, and its actual trip response under test.
  • Earth electrode, resistance value, equipotential bonding in bathrooms and on pipework.
  • Conductor sizes against protective devices and cable run lengths.
  • Dedicated circuits: oven, hob, washing machine, water heater, freezer.
  • Bathrooms: zones, ingress protection ratings, suitable accessories.
  • Consumer unit: spare capacity, circuit labelling, diagram, fixing, condition of terminations.
  • Accessories and wiring: earthed sockets, accessible junction boxes, obsolete or exposed cables.
  • Insulation resistance, earth continuity and fault-loop measurements.

Our method: inspection, report, works

The inspection takes place on site with our test instruments. You receive a written report that grades every point on three levels: dangerous (fix without delay), non-compliant (to schedule), recommended (comfort or future-proofing). The accompanying quote is itemised line by line, so you decide what to do now and what to plan.

The work is carried out by a State-licensed electrician, tested, then documented: a certificate of conformity for the work done and the consumer-unit diagram. Where an approved control body has to be involved — commercial building, installation acceptance, insurer’s requirement — we prepare the file and attend on inspection day.

Partial or complete?

A compliance upgrade is not necessarily a full rewire. In most houses from the 1970s to 2000, replacing the consumer unit, adding RCDs and reworking the earthing covers the bulk of the risk. A full rewire is needed when the cabling itself is at fault — cloth-insulated conductors, aluminium, no earthing throughout — and is then handled room by room as part of a renovation.

Our step-by-step method

  1. Inspection and measurements

On site, with instruments: RCDs, earthing, insulation, consumer unit, accessories. Backed by photos.

  2. Report and quote

Written report in three priority levels, itemised quote within 24 business hours.

  3. Works and tests

Carried out by a licensed electrician, outage planned with you, every circuit tested before re-energising.

  4. Certificate and diagram

Certificate of conformity for the work, consumer-unit diagram, and support if a control body inspects.

Frequently asked questions

Is an electrical inspection mandatory to sell a property in Luxembourg?

No: unlike France, Luxembourg has no mandatory electrical inspection for sales (the energy passport, however, is mandatory). An inspection before signing remains the buyer’s best investment: it prices what needs doing and gives you leverage in the negotiation.

How much does a compliance upgrade cost?

The inspection with measurements and report is a flat fee, quoted by phone. For the works, everything depends on what the report reveals: replacing a consumer unit and adding RCDs costs far less than a full rewire. The quote is itemised line by line, and you choose what to do now and what to plan.

Will the power be off for long?

For a consumer-unit replacement, allow an outage of half a day to a day. We plan it with you and restore the essential circuits first — fridge, heating, lighting.

Who issues the certificate of conformity?

The licensed electrician who carries out the work certifies the conformity of what they did, with the consumer-unit diagram. Where an approved control body has to be involved, we prepare the file and attend the inspection.

Do you work in co-owned buildings?

Yes: common areas, rising mains, landlord’s services boards and plant rooms, in direct liaison with the building manager.
